Add Stargaze team to the uploaders list

The previous CosmWasm upload system heavily relied on governance proposals to upload individual contracts. However, as new protocols such as names, infinity pools, and more are introduced, this adds an extra burden to the main governance system, where each contract requires its own governance proposal.

This proposal will introduce a 3/5 multisig composed of the following members:

• Shane V. (@shanev)
• John Y. (@yubrew)
• Tasio V. (@tasio_dev)
• Ruwan
• Jorge (@jhernandezb_)

This multisig will be used for uploading launchpad and infinity pool contracts. Meanwhile, marketplace and auctions contracts will remain under the full control of governance and will always require governance proposals for any migration.
