Migrate Stargaze Fair Burn to v1.1.0

This proposal is for migrating the Stargaze Fair Burn contract to version v1.1.0 at Code ID 201.

This patch includes the following change:

• forward all fees paid in alternative denoms to the Liquidity DAO
